Help with a 1k List

Howdy! I'm a very new 40k player, I've recently started collecting T'au and I wanted some advice on list building as well as general gameplay stuff.I've played a few games against some of my good friends that started collecting at around the same time as I did, to very mixed success.I have a few questions as well as a specific example list below for critique.Questions:Where should I go from here? think I want to move up to around the 2000 point mark, but I'm not sure what I should prioritise. I like the look/fantasy of Pirahnas and Hammerheads, as well as Ghostkeels and more Stealth suits, but I feel like most people say that Riptides are the most worthwhile. Should I prioritise stuff I think is the most cool? Even if I think it's basically just worse.My friends both have marine lists (Blood Angels & Death Guard) and I feel like I have loads of trouble pushing wounds through. Should I commit to more fire warriors and try to get wounds with sheer weight of fire? Or is it a better idea to get more high quality shooting?Which stratagems should I focus on? I've had a lot of fun with Fail-Safe Detonator, Orbital Ion Beam and Repulsor Impact Field. Each of these feels really fun and cool to use, but I feel like I waste a lot of CP using them. This feeling of wasting is what inspired my below choices with all of the pre-battle CP spending, it feels more worthwhile to invest in upgrades, am I wrong?Which secondaries would be good for me? I've been taking the killy ones like Attrition, Abhor the Witch and Slay Their Warlord, but this just feels... wrong? I don't know, I feel like there are better ways to score consistent points that I just haven't figured out yet. I've heard Engage on All Fronts is quite a good one, but I feel like I'd have a hard time getting my units into all 4 table quarters.I got very overconfident and rush my Coldstar in, naturally, he died horribly. Should I keep the fusion blaster loadout with him? Or go for something a bit safer but less deadly?
